信产部副部长感慨印度资费 竞争促进电信业发展

    据知情人士透露，信息产业部副部长娄勤俭曾于去年考察印度电信业，并视察了中国在印企业，印度市场的激烈竞争和低廉资费给娄勤俭留下了深刻印象：该国的最低手机资费最低合人民币每分钟9分钱，长途和漫游费约合人民币0.17元。

    电信资费之低令人惊讶

    印度于2003年引入UnifiedLicence联合牌照制度；2005年8月，最低移动电信资费降低到0.5卢比/分钟，约合人民币不到9分钱。；2006年初，根据“Oneindia”计划，长途和漫游费降到1个卢比，约合人民币0.17元。

    印度想实施UnifiedLicence牌照制度的一个主要目标就是去鼓励新的应用和服务的自由增长。其中非常重要的一个理念是，如果能够开发或者采用一种技术来为用户更好地服务，监管部门就不应该加以任何的限制和阻碍。

    在印度，运营商、手机厂商之间的价格战愈演愈烈，激烈的竞争直接导致了手机价格和服务价格的迅速下降。截至今年3月31日，印度电话用户达到了2.068亿，与去年同期相比增长47%，其中大部分为手机用户，电话普及率达每百人18.31部。印度电话用户数量的高速增长也吸引了大量跨国企业前来印度投资建厂。

    在印度上月宣布的全民免费宽带计划中，印度电信部决心在投标中引入“割喉式竞争”，打破国际出口宽带方面的垄断。

    印度电信改革影响巨大

    一直以来，中国媒体多少用有色眼镜看待印度邻居；在国家发展计划上，印度也多为大话连篇、眼高手低的形象。

    但新浪科技与多位业内人士交流，确认巴西和印度都是近年来电信市场发展非常迅猛的国家，在电信牌照制度改革方面，已经走在中国的前面。

    印度从1992年就开始了电信服务业对私有企业开放的进程，1994年将固话和移动服务对私人资本开放，1999年颁布了新的国家电信法来促进电信业的发展，并逐步放开市场，在所有电信领域引入竞争，比如在固话、国内长途和国际长途方面引入无限制竞争。

    据一位常年在印度工作的电信业人士透露，印度年年都会有新的政策措施出台，不断降低牌照和频谱的费用。国际电信联盟2002年曾将印度作为促进电信市场竞争的案例来研究，这也从侧面肯定了印度电信管制的发展。

    中印两国电信政策比较

    根据用户数量对比，印度电信业总体上落后中国5年左右，但结构上有重大差异，在政策方面存在根本不同。

    中国是以增加运营商收入为主要手段：“初装费”，“三个倒一九”，政府长期控制和保护电信价格、制止电信价格战；印度则是以降低运营成本，降低电信资费为主，可以说印度政府是持续地、甚至无止尽地人为“打压”电信资费、强烈地鼓励电信资费价格战。

    相同的结果都是刺激了运营业和用户规模的高速增长；区别是印度将不会为自己的电信制造业留下利润空间，而中国对电信价格的保护为华为中兴的崛起提供了客观上的利润空间。

    未来印度电信业在规模上很可能具有更大的发展空间。

    上演电信业龙象之争？

    目前印度目前并未有华为、中兴这样的优秀电信设备企业，更缺乏自主技术。但不可否认，印度是欠发达国家中电信普遍服务最成功的国家之一，市场潜力巨大。

    2006年，印度电话的新增用户已经超过了中国，去年的新增用户超过了历年增长的数量，由此产生了新增用户最大的市场。这得益于印度经济大的腾飞，以及因导入竞争策略形成的超低价电信资费。

    印度在五年内移动用户量追上、甚至快速地远超中国是极有可能的。原因有三点：潜在电话用户、甚至已有固话用户转向移动，使印度移动用户发展空间比中国多出至少3亿；不同电信政策导致印度运营成本和资费远比中国更低；经济增长的基础支持。

    如果说中国网络的劳动生产率低于美国等西方发达国家，属发展阶段的正常问题；但与印度相比仍有差距，中国信息产业就依然需要专业性的挑剔和批评。(

特种光纤在特定波长上使用，由特种材料制造并具有特种功能。其品种繁多，发展迅速。

偏振保持单模光纤。偏振光是光波��电磁波��电场振动方向不与传播方向一致的光。线偏振光指光波电场的指向限于某一平面内，只沿一个方向振动的偏振光。偏振保持光纤，指能使输入该光纤的线偏振光独立、稳定地在光纤中传输的一种单模光纤。单偏振光纤。通过专门设计与制造工艺，使光纤中构成基模的两个线偏振模之一为导模，可低损耗传输。另一个模截止或产生严重泄漏而衰减，使这种光纤的输出光始终只有一种��单一的��偏振模式的光纤。红外光纤。传递波长为２微米～４微米中红外波段内的光信号或光能量的光纤。在宽波段内色散很低对辐射的敏感性亦很低。可用于超长距离无中继，超大容量的通信系统、抗辐射通信系统、红外光纤传感器和非线性光学元件、红外能量传输线等。塑料光纤。纤芯为高折射率、包层为低折射率的透明塑料制成的光纤。直径为数十微米至数毫米。在远红外和紫外波段比光学玻璃的透过率大５０％，与发光二极管配合使用，可用于传输距离１２０米以内低速率的光通信系统。耐辐射光纤。用耐辐射材料制作的光纤，可以在核辐射环境中正常工作。一般玻璃光纤受核辐射时会因染色而失去透光能力，含铈的玻璃具有很好的耐辐射能力，用来制做光纤可以获得较好的效果。

大芯径大数值孔径光纤。芯径和数值孔径大于标称值，即芯径大于６２．５微米、数值孔径大于０．２３微米的光纤。此类光纤与普通光纤相比，损耗大、带宽低，可用于有特殊要求的系统。传像光纤束。由数万至数十万根直径１０微米～２０微米具有纤芯和包层的裸光纤密集并有规则地排列而成，用作传输图像的纤维光学元件。主要用于工业、医学和国防中的监控、内窥、潜望等。传像光纤主要有两种。一种是用光学玻璃制成单根纤维再排列成束，柔软性好，亮度高，尺寸大，分辨率较低，透光波长范围较小。另一种是用数万根至数十万根石英玻璃纤维制成，透光性好，透光波长范围大，分辨率高，应用更广泛。
